Some users experience delays when accessing files and formats on the network

We have seen at least on location where the Group Policy would determine the access speed for files located on the network.  The difference was quite substantial:  the Administrator could access files in about 5 seconds but the users had to wait almost 60 seconds to access the same file!  This was corrected by the end-user changing their Group Policies.
